Force Targetting from the Chaos theory prestige branch (and presumably any other mind control abilities) will allow you to target enemies that aren't able to use any abilities due to cooldowns&Weapon disruption. as you can't force enemies to pass their turn Or cancel the ability, the game gets stuck with the ability ui of targetted enemy, with no other option other than loading a save.

Not a bug, read description exactly.

You can choose what and where to fire, but there is never mention of canceling. It is supposed to be used to capture the control, not to prevent firing or skip turn.
