Is there any way to restart the game from the beginning of the "chapter" I am replaying the game to get (hopefully all) the missed achievements and am at the wedding scene. I realized I might have missed something at the beginning and wanted to go back, but I don't seem to be able to.

Unfortunately I think you'll have to start a new a game, if I remember correctly - it's been a while since I played - I don't think there's any other way to go back.
