So I was expecting a single file but There's a setup file and bin file. It kind of feels like a leaked release. Are games are normally released in this format?

It depends on the size of the game, you will notice the smaller games come as a single file but the ones that are GB's in size are usually split into parts with the bin files, Witcher 2 for example is around 8 bin files and the installer if my mind serves me right.
