ChesHatter: Thank you, you addressed exactly what I was curious about. I'd heard something about it was worse on PC. It's disappointing that the port isn't great, because it does look like an interesting game, but at least it's on console, too. Thanks a lot for your input.
It depends on what you're after. I have an i5-6600 and a GTX 1660 TI running at 1080p, Ultra settings but with textures reduced from Ultra to the next step down, High, Anisotropy increased from the default of Ultra x8 to Ultra x16, vsync enabled, triple buffering set in the nvidia control panel. During exploration, I have a locked 60fps in both wilderness areas and cities. During combat it can sometimes drop to 50s maybe sometimes 40s but it depends a lot on what's on screen. I think these were drops with larger and rarer fights. For this kind of combat, not a FPS, it didn't really seem to matter. I do use a controller, though. Don't know what mouse and kb would be like.
I'm rather happy with the game. The world, story line and characters are well done and all the quests seem to fit well together. There are quite a few options/skills to use in combat compared to TW3 but I'd probably rate combat in TW3 higher still due to a greater sense of immersion and polish.
