As I understood Greedfall is an always online server side RPG, but I was also told GOG games are always with an offline option. So which is it?

It definitely can be played offline. I don't use Galaxy so I download and install all my games via the offline installers and I always make sure that if a game asks for internet access I always deny the request in my firewall. I've played through the game twice now and it's never been online. Hope this helps.
