I happened to fail this somehow. Once i got to the thief, i didn't report him, and i let him go. So, i returned the gold to Jora, but quest is failed.

So, is there any other way to still to fix this - or is the only option to go to thieves guild to beat/kill that thief and get key from him?

The quest will fail if you let him go, without reporting him.

Quests failing in Gothic II doesn't necessarily mean you truly failed, just that you chose to do something different in some cases.
