Is there any advantage to having over 100 weapon skill?

no for one- and two-handed skill, the weapon-skill is the percent-chance for a critical hit.
yes for bow and crossbow - in this case the skill defines the distance to hit (no crits with bow).

So 100% Bow or Crossbow skill does not mean you have 100% accuracy?

I too thought accuracy went up with percentage.
