Whatever Torlof meant when he told you to "fight more", it can't be Sylvio. You're only supposed to fight him in Chapter 4, because before that he is invincible.

Here are some things you may not have done yet:
- talk to Jarvis to check if you already fought enough of Sylvio's men to get him on your side
- talk to Cord *after* reaching 30% in either one-handed or two-handed
- fight Buster, then talk to him to get his support. Maybe give him some money if he asks you.
- if you already fought Sentenza, you may have taken back your 50 gold. Find a way to give it to him again, otherwise he won't vote for you.
- fight Dar, take his swampweed joints and give them to Cipher. Alternatively, you could fight the guard in the storage room at Khorinis harbour, but that's pretty tough for lvl 7. The ominous package in that storage room belongs to Cipher.
- as to Torlof's quest, the Bangor one (kill militia) will yield more rep than the Sekob one
