Game is installed, tried running with the launcher and executing the .exe
neither works so I don't know what to do.

I checked my anti virus and it's unblocked

Had the same thing. Verified the game files and now it's downloading the whole game again at abysmal speeds...

Had the same issue, now I've installed the DirectX runtime and now it's working.
