If Ghost Recon is not starting for you on Windows 10, try this fix which worked for me: delete (or rename) the file "dbghelp.dll" from the game installation directory.

In my case, I just deleted it altogether. But if you're worried that may be too drastic, just rename it to something like "dbghelp.dll.bak" so that you can recover it in case this fix doesn't work for you.
