This may or may not be an issue exclusive to Windows 10.
If you've been experiencing flickering, try opening the options.xml file in the Ghost Recon root directory (i.e. C:/GOG Games/Tom Clancy's Ghost Recon/options.xml). Then change the Fullscreen option to FALSE and resave the file.
This will put the game in "windowed mode" and effectively resolve the flickering issue. Though you might need to adjust the screen size and positioning. Note that adjusting the screen size does not alter the menu screen which seems to be fixed at roughly 640x480.
This should help until they come out with a patch.
