When clicking on the portrait of a ghost, a menu is supposed to appear.
Unfortunately, nothing happens.
How am I supposed to gives my haunting team orders ?

Did you bind the ghosts to their fetters first?
I'm following the manual.
It says that when clicking on a ghost portrait, a list of order can be given (including the bind order).
When I do this, I only get the ghost name and the type of haunting it can do.
How do I bind this guy to a fetter ?
Left-click on the portrait of the ghost you want to use, and then left-click where you want to place it; the area you can place them in is usually highlighted in green.
Once they are placed, right-click (I think) on their portrait and select the power you want to use.

Did it and nothing happens. I move the cursor to the portrait of the ghost. Some place gets highlighted and then whatever I'm trying to do, nothing happens.
I click left, right, drag, ctrl, whatever, and nothing happens. When the cursor is outside the portrait, I got the light green highlight with the cursor.
It's getting frustrating.
I had some similar trouble when I first played and did the tutorial. Most functions are disabled while the tutorial is trying to get you to focus on doing something, i.e. they want to you practice moving the camera, or look at the people that can be haunted, etc. You can either pay along with their instructions, or I think there is an option to disable the tutorial mode somewhere.
I'm not positive that this is what's going on for you, but your problem does sound similar to trouble that I had.

that was it. I found an option disabling tutorial and then everything worked fine.
