If "the prison" refers to Unusual Suspects mission, then banzai is a hidden ghost there and won't be revealed until you do what bearocktrain said. If OP's about Ghostbreakers mission and freeing the ghosts from the "enhanced" prison, then the number of imprisoned ghosts will differ depending on how many you've freed and/or lost to ghostbreakers in previous levels, with Windwalker being the only constant.
