Freedom Fighters doesn't have overlay support, as you can see from the Game Features box on the store page.

You can check in the Galaxy overlay fixes for games that are officially supported thread if the overlay has been disabled accidentally.

There's also a way to force-enable the overlay for all games. For some bizarre reason, the OP in the above thread doesn't want the directions made public. I'm sure he'll give you step-by-step instructions if you send him a chat message to ask.
Bear in mind sometimes the overlay is disabled for good reason, like performance issues or graphical glitches.
