Contact Hello Games to get a definite answer.
According to PCGamingWiki, "Game saves sync across Xbox and PC if using the same Live account."
Word of caution: since you're a brand new account with no games, if you request a refund for your very first purchase, you might get wallet funds (store credit). This isn't store policy, so take it with a grain of salt. It's something I suspect, based on one other forum post.

your xbox live account is just your Microsoft account and yes gog can have that self same account
however you NEED Galaxy to get the "Expeditions" they don't work with off line installs
