I've been having cloud sync issues lately. It's been constant for the past week and a half at least. When I exit Cyberpunk 2077 I get an error that my saves are out of sync and I always have to choose whether to use the saves from my computer or the cloud. Obviously, since I just exited the game my computer has the most recent copy of saves so I have to pick that. Then GOG Galaxy just sits around for 10 or 15 minutes not doing anything with a warning icon at the top of the window that when moused over says there was a problem with cloud syncing due to high traffic. I can't imagine that there has been "high traffic" nonstop for the past 10 days at all hours of the day.
I have the same thing, with a different game. I even tried to turn off sync, which should be set to off now according to the settings, but it still tries to sync, and fails.

Do you have a second executable added to the config?
I have the same problem. Cloud sync doesn't work. Disabling cloud sync doesn't work either. It still tries to sync the files. The only thing that fixed it for me in the past was reinstalling GOG Galaxy and then immediately disable sync.

I filed a bug report a few months back and it was closed a few days later but the bug is apparently still there.
