When I start galaxy, it takes several minutes to load.

During some of those minutes, every 2 second it shows a popup, "Sorry, we couldn't load the data. Retry"

Then, while those continue, it gets a Windows popup saying "Connection to Communication Services was lost and could not be restored! OOR Galaxy will now shutdown." When I press OK, the program closes.

I have Windows 10, i7-4790K, 16GB RAM, SSD boot, and just replaced the hard drive for games.

I do have nearly 3,000 steam games and had linked my steam account to Galaxy. Ideas?

I had a similar problem. I wiped the slate clean and uninstalled Galaxy plus the folder containing plugins in Appdata/Local/...
Let download Galaxy newest version 2.0.16.187 through web installer and re-connected all platforms e.g. Steam.
The Steam integration crashes now and then but the 'retry' button works now and I was able to import all my games on Steam (4,000 +).
