My opinion (some have been mention before):

- an Intel CPU: i5 3570K if you plan to overclock, for about 220$. THERE IS NO NEED TO SPEND MORE THAN THAN FOR A CPU. i5 3350P if you don't intend to overclock, for about 180$.
- 4 GB RAM for a videocard is to much. You'll use a 1920*1080 display, so 2GB should be enough. A GeForce GTX 770 with only 2 GB RAM should cost 400$. Performance will be the same.
- definitely other power supply: Seasonic, Corsair, Antec are all very good choices.
- 8 GB of RAM will suffice, you don't need 16 GB.

i5 3750K is 220$ in the US (and you have higher income) and 320$ in Romania. I hate you all! :P

I posted an updated build based on suggestions here and I got a machine that, while pricey, is much cheaper than what I had before. I feel that I got more bang for my buck now thanks to some brand suggestions. Thanks for the help everyone, still have this in the works but I am open to more suggestions so keep them coming if possible.

Yes I mostly agree with this as well however there are some games that can be really heavy on the VRAM such as Skyrim which I have seen benchmarks of it at 2.8 GB VRAM usage. Note that is with large graphical mods and I think 4xMSAA. For ARMA 3 2GiBs VRAM should be fine.

The heat spreaders on that RAM may hit the heat sink. And seeing it's price is higher than what I posted you may want to grab the RAM from the link I posted now while it is on sale.

UPDATE on the heat spreaders I think the corsair RAM will fit, I don't think that heat sink gos out that far.

Make sure the Tower case is big enough for the video card (I'm too lazy to check that for you).
Also, if noise from the videocard fan concerns you then google for an article to find out what GTX 770 has the lowest noise. (even if that means paying 5$ more).

Also you may want to consider a larger monitor anything less than 24 inches in getting quite small. I am not sure what you are used to looking at though.

That case should fit the video card but the hard drive cage may need to be removed. I would remove it anyway for better air flow.

Imho, the situation is not that black or white. You're likely to come accross AMD fanboys who will negate that on the top scale AMD has nothing to compete with Intel's performance CPUs; and accross intel fanboys who will blindly dismiss anything AMD, whereas you can build AMD based budget gaming systems ( Athlon x4 760k ) or mid range familly computers ( FX 4350 or 6350) with a very favourable perf:price ratio

I did mention the value in AMD for very low bugget builds.

This is definitely something to keep in mind (and not just that the card will fit, but that there's enough space to get good airflow for a high-power card). It looks like the case was changed up from the original build and was decreased in size from a full-tower to a mid-tower. I'd personally recommend changing it back to a full-tower case, possibly something like this (I actually have this case myself, and it kicks ass).

I would choose an i5, best value for a CPU currently when it comes to gaming of what I've read. Unless GPU is as important as it seems I would go for perhaps a GTX760 instead and then try to get a 80 to 120GB Intel SSD.
