I reinstalled Windows 7 today and no notice that Panzer General 2 is running in 'full screen' now. Yesterday when I played this title the game gave me on each side of the game an area of black. Now, the screen is so large that it's cutting off icons to the side of the menu.

I've read through all the PG2 forums and solutions and nothing seem to work. Anyone having a problem like this with older titles and if so how did you solve it?

I take it you've also reinstalled your graphics card drivers? This is important so as to ensure that your monitor is correctly recognised. This isn't the case with the default drivers and this could be your problem.

If you've got the drivers installed already then you should be able to adjust the resolution the game plays at in your graphics card's control panel. Just make sure it's the individual title, not every program you're adjusting.
