Because console games and PC games are a little bit different?

In multiplayer, every single difference counts. For example, auto aim or aim helping in most console games that works in multiplayer too is unthinkable on PC.

I believe networking engines work differently on PC and consoles.

But for many games, like racing games, fighting games, sports games, it should be possible, I think. And in shooter games it should be avaible at least in coop mode.

I was thinking mainly about coop.

There are so many great, unique coop ideas on consoles recently which (imo) don't blossom fully on the PC because most gamers buy these games still on the console.
