Still it might be a bit overdone. You cannot really forbid vomitting because of something. Maybe I just vomitted because some exotic food didn't agree with me and I also drank a beer. Would I have to prove it's not because of excessive alcohol consumption or would police have to start an investigation?

Making vomitting on the street a public nuisance which can be settled by paying a small fee ($30 for example) and everything is fine.

But a code of conduct?
