SimonG: It would work brilliantly for Steam. They have the numbers of the games that even with high discounts no longer really sell. Put them on a PWYW for 40 millions subscribers and you can even make money of "Bad Rats"....
In theory it could work. In reality, it'd be full of regionally restricted games (thus not available in Japan) and have the minimums, etc., price hiked for Europe and, especially, Australia.

It'll also include all those games that 30 mil of their alleged 40 mil active users already own. But they'll still buy it in the hopes that they can some how trade their $2 Steam bundle for $60 games down the line.
