I expect that there's something really obvious that I'm missing, here, but I just don't get how gift-giving works. I've got an account. My friend has an account. How do I transfer a game on my account to my friend's account?

You have to repurchase the game and then enter his email address to send the gift to him.
You have to click the "Gift it" link in the game's game card. It's located under the price tag.
