Well, considering that there's a general statistic that keeps track how good a job GOG is doing at fulfilling wishes it's just fair. It happens regularly that a game gets released that I totally would have voted for if I only had thought of it - so I think it's just fair that after release I can add votes to the wish.
Strijkbout: from what I've seen duplicates don't get deleted anyway so I'm not sure why it can be reported.
WarlockLord: This. I used to report duplicates but it never seems to be noticed so nowadays I just upvote both. *shrug* Well, of course not. Can you imagine a job offer that says "duplicate and spam remover"? Of course not! There's better use of manpower than that! And who would accept such a demeaning job anyway... *hundreds of hands get raised*
