1) Yes, as well as the great ACM mod. Fun times.
2) Because the first was awesome - and because I kind of hope that the developers have fixed most severe problems that plagued the game after its catastrophic launch by now.
3) Extraterrestrial life, absolutely. I'm not so sure about more intelligent, developed lifeforms, but probably yes as well. The universe is big, after all.

1) I started playing the first, but then got distracted by other games or things.
2) I have the second one as well, so I am not in, and I think I'll play it one of these days; it seems like an interesting game despite the reviews.
3) Most likely, other planets may have microbial life, but the odds for more than that seem slim to me, but I am not sure; depends on your criteria for "more".
