Quick question, I own the disc version of Dawn of War 2 and I'm trying to convince a friend to buy it as well. The DD version from steam is easily the cheapest option readily available but he's going to bitch about having to download it and *GASP* wait.
When he's logged into his own steam account and has bought the game, could he use my physical media to eliminate the download part of the process?
Yes, he can. I've done this many times with my brother.
As Steam only checks the authentication (a CD key if you bought the physical copy, or authenticated through the account after purchase) it doesn't matter how you install it whether it's from any disk or from a download.
Also, he would have to download any patches before he can play.

I think the only snag here is that the install DVD (I believe) doesn't hold that much data.
I did the same, install from DVD but found it spent most of it's time pulling data from STEAM.
Overall, yes you can do that (as previously mentioned) though I'd think theres still a hefty download left (sadly).... :(
You'd be much better off backing up your installed copy of the game via Steam (using the built in backup or by simply copying the folder -- the backup is easier though). Then giving that copy to him. If you use the backup feature, he'll just have to run it and it'll do the rest. If you copy the dir, he'll have to verify the contents to ensure Steam doesn't redownload it.

Ah yes... it would be especially handy if you had a large flash drive or an external hard drive. Just copy your Dawn of War files from your Steam folder and copy them into his. Should work fine.
Oh well thats even easier, he's got an 8GB thumbdrive so that should be gold. All that can happen now is that he sees something shiny and buys it instead of DoW2
