It's both, but the thing is, there has to be two people involved. One to play the game, the other to control it.

But when you buy the game you get two codes, so as long as you give it to a friend that has time and is easily reachable, you could have great fun with it.

Bought this myself now ... no one to play it with, though! All my friends are console gamers. There is a matchmaking service at http://www.sidtube.com which will hopefully come in handy.
