Having an overview of the field, then jumping into one unit for FPS control sounds exactly like Battlezone 1/2 and iirc it does have floating tanks.

afaik, it does not support unit design, so yes, it sounds a lot like some mech game, although I am not aware of any RTS-style mech games.

The game does sound very interesting though, I hope you rediscover it!

You could never see everything in overview mode, you were always on the field as a human, or controlling one of your vehicles.

I guess it's not meant to be rediscovered... unless maybe I still have my old HDD, but I doubt it. :(
In the meantime, you can play Strike Force Centauri. It has not the tanks or strategy stuff, but still was great.

One of the best games never played! Who has the rights now anyway. Should be with Eidos, right?
These are pretty much the ones that come to mind, I know they've already been mentioned but some video of old games is always nice.
