I'm looking to find an old game that took place in a carnival, or circus, or festival of some sort. I vaguely remember collecting "Puzzle pieces" and "restoring" people though I may just be insane and have bad memory. I also remember there being multiple different games to play within the game. I think it was educational, at least I'm pretty sure it was.

Haven't found a name yet, but does the description in this post sound familiar?

EDIT:
Someone later says that game is "Jump Ahead 2000, Reading Year 1."

The first game that jumped to my mind is The Secret Island of Dr. Quandary.

That game is definitely familiar but it's not the droid I'm looking for... no it was something else.

Nope, not even close. Thanks though.

Solknight:
About how old is "old"? 80's? 90's? 00's? DOS game? Windows?
Can you give us any more info?
Like what type of game? A platformer? Point and click adventure? Shooter?
An estimate on how old it was? When did you play it?
3D graphics? 2D? Black and white?
Was it on PC?
What about the player view? Top down? Side view? First person?

Reading over that post again that sounds incredibly like what I am thinking about what with the evil magician and going to different places and getting tickets and stuff... so yeah I'll look into that more.

I am almost totally certain it was in the time just past floppy disks.. when the CD-roms came in their little plastic cases that were hyper fragile you know? I am thinking late 1990's... MAYBE early 2000's.

It was definitely color and very colorful for the kids and everything.

I think it had the same kind of view as a putt putt adventure kind of thing.

Summary: Frankie's circus pals have been trapped in a magical jigsaw puzzle by the mischievous Mel the Magician and he needs your help! Play exciting carnival games that build critical reading skills and collect pieces of the jigsaw puzzle. Reassemble the puzzle and save the circus friends before Mel casts a spell on you!

Yeah, I'm going to say adambiser is correct with Jump Ahead 2000, Reading Year 1. Unless it's a different wizard circus game?

Aero the Acro-Bat is another circus game, but I think that villain is an evil clown. Plus, you know, you're a bat.

Well, if you have a pc you can apparently pick it up on Ebay. http://www.ebay.com/itm/JUMP-START-1ST-GRADE-READING-PC-WINDOWS-98-2000-XP-VISTA-/150973222205?pt=Video_Games_Games&hash=item2326b48d3d I'm a little leery that they say it can run on all those systems though. Still, a solid place to start.

------
Jump Ahead became Jump Start at some time? Ah I see, it's a US/UK division difference.

Anyways, Amazon has it for four bucks: http://www.amazon.com/JumpStart-Reading-for-First-Graders/dp/B000UDLK2Y/ref=sr_1_2?ie=UTF8&qid=1375599022&sr=8-2&keywords=jump+start+2000+reading+1

I was only a little luckier with my Google search. :)
Glad to help and hope it really was right. Trying to resurrect a memory from long ago can be annoying sometimes.
