You may have figured it out already, but the number of those little stars depends on the amount of rep you've got. They are useless as well.
By the way, you do need a set amount of rep to enter most giveaways. The limit tends to be low (around 25, I haven't seen higher than 50), so you'll easily reach that if you post in the forum every once in a while, ignore rep, aren't a cunt and avoid getting into arguments.
