The DLC that can be played at any time during the game, do they scale the difficulty with your level, so that they essentially present the same challenge at any point in your adventure? If not, I assume they are best saved for near the end of the main game?

I think they do scale but can't remember.

A couple of them are better done early on/mid point as they give you armour and weapons you'll find very useful later on.

Install the DLCs with your main game. Some of them won't be available until the end of the game and some are mid-game oriented but you will want them regardless.

They scale, but being better equipped helps... Just start a new game with all the DLCs, it's better that way, I explored the game like that and enjoyed it alot.
Can't really remember in what order I played them, but I found this on http://guides.gamepressure.com

1. Project Anchorage: it’s entirely possible to complete Project Anchorage using a character who just left Vault 101 after completing the tutorial section.

2. The Pitt tends to be less forgiving. I wouldn’t recommend starting this new journey unless you have a character on level 5-6. Thankfully this won’t be a major issue, because the game will make enemies weaker or stronger depending on your current experience level. The same goes with your allies, so if you’re playing as a weak hero they’ll help you on many occasions.

3. Broken Steel: I would STRONGLY recommend playing as a powerful hero on the 20th level of experience.

4. Point Lookout is almost as equally challenging as Broken Steel, so as a result you should consider waiting until you have a high level hero with powerful equipment.

5. Mothership Zeta: This final fifth add-on is not suitable for players whose characters have just left Vault 101. The best moment in my opinion to begin this new journey is somewhere around 15th-20th level of experience.

You kind of have to have a powerful hero for Broken Steel, since it's all post-game.

The rest is fairly accurate, but Point Lookout isn't nearly as difficult as thy say, you could probably do it earlier.

One problem with Broken Steel is that because it adds more difficult enemies, and with the level scaling, you'll probably start meeting the Broken Steel enemies before the main game finishes, and they are terrible bullet sponges. Even in BS.
