I am just curious, with GOG adding Mac versions, does that mean that these are games that had Mac ports available previously which are now available to GOG, or that GOG has ported the game themselves, or a mix of both?

GOG doesn't port anything, they just get the Mac versions from the producer/publisher.
It means old games are using the Mac versions of DOSBox or ScummVM and indie games that already had Mac versions are being sold. GOG doesn't port anything because they don't have the source code of any game.
As others have said due to the ages of most of these games and the lack of source code and the like so there is no chance of really building a new port, well you could try to do so through reverse engineering but that is just too time consuming and such, so older titles either use a standalone version of Boxer or ScummVM since most were either made before MAC(such as Ultima's 1-5), never had a MAC version made or their MAC versions are so old that there is no chance they would work on Mac OS X,newer games such as Witcher and the like usually have dedicated mac versions.

Actually, Witcher doesn't, it runs under Wine (or Cedega, which is a custom Wine). Witcher 2 does though.
