Yeah, Spitting Images on the Amiga, it was fun, it had Thatcher, Khomeini,Gorbi, some other guys. Then you could have them "debate".

Most strategy build 'em up games also have some political elements (e.g. political system in Civ, taxes in Caesar, ...)
