hedwards: I doubt very much that Blizzard will ever sign any 3rd party devs up for the services as I don't think they're hurting for money the way that they're currently operating.
I think that is related to the map / mod selling service (aka The Arcade) that they are bringing with patch 1.5 or HotS (the first expansion, whatever comes first).

Devs will be able to create games (well, mods, more precisely) with the editor and sell them in The Arcade if they want to. Think of it as a dev platform for stuff like Tetris, Plants vs. Zombies, and similar stuff.
So if employees dedicate 100% of their time to their own projects, I'd love to know who at Valve dedicates 100% of their time to "IP blocks" and "general screwing around with customers in Japan". Because surely that is a fun project that truly has the highest direct impact on customers while also benefiting them greatly.
