I'm just wondering if you guys at GOG will ever make that game available. I don't know how your process works and what companies will allow you to sell the games with new compatibility. So i really want to know if the game can actually be made available via GOG.com?

You can hit it on the wishlist, but according to Wikipedia, it was published by Microsoft. If they still own the rights to it, I'm not sure it's likely that we'll see it here any time soon.

GOG doesn't buy the rights to games. They're not a publisher, just a distributor*. They acquire the right to sell the games through GOG. There needs to be an agreement in place between the intellectual property holder and GOG before they can legally sell it.
*Although it's worth pointing out that their parent company is a publisher - CD Projekt.

Outwars is fully playable on modern system.
Does anyone know if there is a patch or a hack that allow to change the resolution?

Unfortunately, like many old game from long before the advent of high resolution monitors, it is stuck at its low res. However, IIRC, the game itself could run at 800x600 while the menus and such were stuck at 640x480.
