Aero should not impose a performance penalty if the game runs in fullscreen. V-sync is either controller by your driver or the application.
You can't turn it off (it's an inherent feature) but very few games have problems with Aero so it's really not a big deal.

Games running fullscreen are not affected by Aero's vsync; they have their own vsync determined by the game or forced in the driver.

Games running in windowed or borderless fullscreen windowed mode use Aero's vsync instead of the game/driver vsync.

LOL thanks for the help guys but no, the question is not related to gaming at all. I like some aero exclusive features but the lag introduced by the v-sync was gradually nagging at me so I had to turn off desktop composition as it was driving me nuts. Cursor movement is so much better now. I was missing button by just 1-3 pixels on a regular basis with aero mode on.

Really? Are you running Win7 on quite old, low spec kit or something'?

No, I have a i7 2600 and GTX 460 1GiB. I have been used to clicking around rapidly since I first used computers. I should note that input lag in aero mode was noticeably greater than when I tried playing games with v-sync while on windows xp. I have not used v-sync since aside from when I was trying out aero mode.
