The GOG version of SWAT 2 does not have the manual.
I still have the manual from when I bought the game a long time ago (although the CD had gone missing) so it does not impact me personally, but this is a fairly complex stragegy game, and you really do need the manual,which is over 200 pages.
GOG did this with the Age of Wonders games, but at least those had a "Getting Starting" document. SWAT 2 does not have even that.
GOG really needs to make the Manual avaialble.
BTW I know that the Manual for SWAT 1 is included in the set. It's SWAT 2 I am talking about.
They probably didn't have a copy to include. One of the difficulties that Mr. Gog has sometimes with bonus materials is that a lot of the stuff, particularly for older games, has been lost or destroyed in the meantime.

Although if that wasn't stated on the order page it probably should be.

I just checked on Ebay, and you can get a copy of the game with the original paper manual for around Ten bucks used, 20 unopened.
And there was, apparently a budget version released that had the manual in PDG format on the CD.
Looks as if it is a GOG screw up or they simply forgot it.
And the game is almost impossible to learn without the Manual.
I just cannot buy that GOG cannot get a copy of the Manual.

They use the materials that they're provided typically, plus whatever materials their employees have. It definitely could be an oversight, or it could be that they weren't able to secure such things.

It does seem a bit odd with the games being available on eBay that they couldn't locate the materials though.
Doesnt appear to be an online manual either but apparently if you right click on things it gives you a mini walkthrough on how to use whatever it is ect
Wow, I couldn't find a single scan of the manual online. Not even at Replacement Docs!

I know it's been a long while since this topic was last responded to, but I was just now looking for a manual myself for the release. Then I remembered my SWAT 2 CD had PDF files in them. Lo and behold:

Nice contribution Cy-Fox. Those look identical to my physical copies (manual sans cover though). My copy also had a quick-start flyer I'll scan if GOG/someone wants it.

Would GOG be allowed to add them to the game as downloads though?

Fixes:
-Converted videos to XVID codec to resolve "Unable to open movie" error
-Inserted replacement SWAT.EXE files from physical copy of SWAT 2 to resolve color/DirectDraw rendering issues on Windows Vista/7 (would not resolve with DirectDraw registry corrections or EXE patches)
-Inserted SWAT 2 docs in PDF format.
