Try "Twilight Struggle" by GMT games. I believe there is a software version of it coming out. In the meantime, you can play it against others via the board game program Vassal.

East vs. West might, although it's still in development. An offshoot of the Hearts of Iron franchise.

I prefer the first one myself. Clearly one of my RTS favourites. They're more about an alternate history rather than Cold War history, though.
