Personally, I think JIll'd take it, though I like Lara more as an actual character. Yes, as an actual -character-, not just for the tits. Yeesh. I'm not that shallow, thanks.
It's almost like... (God, cue the nerdiness...) Jill's Ben Sisko and Lara's Picard. More educated, just generally smarter overall, but when it comes to the tactics and strategy of a straight-up fight, Jill knows her stuff. So she'd probably have a better shot. Not to say it wouldn't be a good match-up, because Lara would probably have some crazy fit of brilliant inspiration that might just turn the tide. Kind of like that whole deal with Picard's crazy maneuver that saved the day back when he was captaining that light cruiser, and... yeah, ok, I'm shutting up now.

And immediately afterwards, I copy/pasted my thoughts to a friend of mine over messenger, and we got into a bit of an argument over who's the better fleet captain. He's a Picard fanboy, and I just think Sisko's the better battle commander. That's... that's true nerdiness right there. Yeesh.

Well I was actually going to bring that point up, saying that sisko is more military than picard but would be better as a tactical kind of captain and picard would be a better as a strategic one
