Sorry to hear your now being impersonated, but at least the rep shows in the PM now, so hopefully it won't work for the scammer. Make sure to tell support about it through, I believe Firek handled it last time.

IP ban is useless for quite a lot of people, due to dynamic IP addresses. I have been victim to a few IP bans by trying to access a forum or irc channel for the first time in my life, and finding out my IP was banned. So no, an IP ban will not do any good, unless of course they keep logging from the same address, which I somehow doubt.
