Do you know of mod like that that also works with that launcher?

I've personally decided life is too short to play email games. I find the quicker (although unorthodox) ways around situations and move on.
I would have written Tikkit once and then released my updated mod with warning attached to it. Whether or not Tikkit wrote back, I fixed the situation.

I just realized what you're getting at: The mods and launcher are free - but it's still another example of internet asshattery where in you can find yourself getting bullshitted around by someone else who knows it would take too much effort, time and money to retaliate legally.
Ultimately it's a matter of fixing the situation from your end and not faithfully relying on the other party to make good.

I'm not sure but I wouldn't pay money for it. Especially after hearing that the developer is pissing off people to the point of sabotaging the program.
The guy I was responding to rhetorically asked 'Do you feel it immoral to add code to a mod that intentionally destroys the end user's game if it's ran through a particular program?"
My response was simply that I totally agree with the tactic given that the programer sent a warning mail to Tekkit's developer and posted a warning for those getting ready to download and use his/her mod.
Since 1994 my experience with the net is such that if someone, somewhere, is taking advantage of you - you're pretty much going to have to bypass the orthodox means of correcting the situation and fix it yourself.
Which is what Forestry's creator did but I think he wasted too much time playing email games with Tekkit.
Now, had I been the one who created the mod and Tekkit used it without asking - I would be grateful for the publicity Tekkit was giving my mod more-so than getting angry over the principle of the situation.
However, if for whatever strange reason you get a bug up your butt or feel cheated, write to the person who you feel has cheated you and get absolutely no response - THAT's disrespectful.
It doesn't matter whether or not it was a bogus sales transaction or someone using your free material, without asking, to promote theirs - It's too easy to just simply ignore everyone on the net and, as rule of thumb, those using the webs, for whatever reason, should be educated enough to not only be able to correct matters themselves but to also realize that the majority of people on the internet quite frequently hide away using the "Ignore" strategy.

It also sorts out the problem I had with What's My Light Level and Rei's Minimap by forcing WMLL to load before Rei, and other stuff like this.

I've just tested and can confirm this works quite well with Magic Launcher - It's just simply an executable you launch instead of the main executable - It's 'Settings' option features a more sophisticated MOD loader and you just simply select Rei's Minimap (I used the most recent release that came out in May) left in its zip archive.
You'll get an error message before loading stating 'noMODLoader' in red letters but if you ignore the warning and just go ahead and run it, it's works perfectly fine.
