Even though the Germans are being nasty toward me, I'm glad I learned about the situation in Germany. Hopefully, the new laws they're trying to set up will lead to a more modern and fair Germany. Praising the number of jobs when people are being exploited is just disgusting, and I hope the peasants start getting what they're owed.

The whole "tier 2" thing has to do with how Valve price their own games and is a name that people created for it, it's not an official pricing tier. On steam & GG at least publishers can set their own prices and create their own regions, so it is theoretically possible that a publisher decides that Estonia gets games for free while people in Latvia need to pay twice the regular €-price. The vast majority of all developers of publishers don't bother with tiers/zones inside the €-zone, and give every country the same price.

Yep, publishers are allowed to set local prices whichever way they want, they just don't bother tailoring their prices within the €-zone. They can also ban games or impose any other restrictions for any country, which, I guess, is why they have so much "local" control to begin with. And downloading for free is not really an option if you are interested in the multiplayer portion of a game, which a lot of people are.
