Tabula Veritatis is Latin so it should be exactly the same. I'd start with that then the names.
In other words, OSNRVS should translate to TABULA. LTFDOSODY should be VERITATIS, etc.

This puzzle should be very easy to solve, though, you just have to match the encrypted letters (bottom row) with their correspondent ones to decipher the message. Every bottom letter/character corresponds to another one, for instance, a black S will always be a blue A. Considering OSNRVS LTFDOSODY translates as TABULA VERITATIS, you already know that a black O is a blue T, a black S is a blue A, and so forth. Now, you have:

O = T
S = A
N = B
R = U
V = L
S = A

L = V
T = E
F = R
D = I
O = T
S = A
O = T
D = I
Y = S

This will fill all the letters that are the same, and you should be able to guess what other words are missing, like I said, I don't know Italian, so I can't help you further, but since bottom S equals upper A and bottom V equals upper L, the first three words should be "La Tabula Veritatis".
