I haven't had this issue since before ATi was bought by AMD. When I run the Catalyst installation package, and click "Install" (after it's extracted the setup files to a separate folder), the whole process just "ends". It doesn't CTD, or give me any kind of error message, it just stops, like a dropped phone call where you keep talking to the other guy without knowing that he can't hear you because the call's been disconnected. I sat there looking at the screen for five minutes before I thought to open Task Manager to see if the Install process was running and found that it wasn't.

I've uninstalled everything remotely AMD/ATi related from the Programs and Features list, I've deleted all the same from the Windows Install Clean-up list, and I've even manually searched through my registry looking for entries. Nothing's worked so far. Suggestions?

For reference, these are the steps I've followed:

1. Uninstall AMD Catalyst Suite from Control Panel. Don't Express Unintall if you have an AMD chipset motherboard.

REBOOT IN SAFE MODE

2. Open Device Manager (Control Panel> System and Security> System> Device Manager). Uninstall all devices in "Display adapters" class.Tick "Delete the Driver Software for this Device" also if available. DON'T right-click "Scan for hardware changes" afterward (we will do it later, we want the Display adapters class to be empty for now). Minimize Device Manager window.

3. Run latest "AMD Catalyst TwL Cleaner 3.9.2.cmd". Say yes to all deletion asked. Delete the pinpointed registry GUIDs (important). Don't reboot.

4. Go back to Device Manager windows. Right-click "Scan for hardware changes". [THIS IS IMPORTANT!! If you don't do this step you won't make it past the Windows loading screen, but don't panic you can just boot back into safemode again to do it if you forget.]

Reboot in Normal Mode.

5. Install your new AMD Catalyst driver.

Have you tried to download the files again and where have you searched them up (or are you using an automatic update)?
What CC version are you running currently?

You should still try redownloading the installer, as it was a good suggestion. It could have been a corrupted download.

Not likely. The issue appears with the package downloaded by Steam, the 11.5 package manually downloaded by me, and the 11.5a package downloaded right after that. I've used up 75% of my cap for the day, so I won't be downloading anything more anyway.

Addition:
I just now downloaded 11.4, and the issue remains. "InstallManagerApp.exe" will run for a few seconds, and then just disappear.

I installed 11.5 right when it came out, so its not an issue with the package. The installers require .NET framework (2.0?), but if you installed previous version without any problems we can rule that one out.

Have you tried reinstalling a previous version? Assuming you don't manually delete them, you may be able to find your older installation files in C:\ATI\Support\ directory. For whatever reason the installers you download just leave them there.

If worst comes to worst you may be able to download just the display driver itself, and then use ATI Tray Tools to configure it instead of the AMD VISION Engine Control Center

I guess it took me too long to write this up, and some of it isn't necessary anymore.

Yeah, like I said, trying to re-install the 11.4 set wasn't working. I've been having shit results with .NET Framework and VC related stuff lately. I think Windows rot has really set in. I'm just gonna copy over some save games to a backup location and do a clean Windows install. I'm not even gonna bother with Easy Transfer, since that's just gonna put some of the bad registry entries right back.
