We have now installed UberTalk/TeamTalk on the server and turned alltalk off. This plugin gives you the option to voice chat with your team or the whole server by binding different keys to each.
Ubertalk allows you to speak to everyone even when server alltalk is off, so that you can still talk to just your team when needed. To use it, enter these lines in your autoexec.cfg:
alias +alltalk "+voiceall; +voicerecord"
alias -alltalk "-voicerecord; -voiceall"
bind <key> +alltalk
This will allow you to speak to everyone by pressing <key>. For example, by replacing <key> with f (so that the line would be bind f +alltalk) the whole server would hear you when you chat holding down f and only your team when holding down v (the default voicechat key).
TeamTalk allows you to always speak to your own team, even when dead. I'm still considering if I should turn this off as it would allow you to point out spies and everything only to your team.
Later edit: I think I also fixed the autobalance issues (haven't been able to test it with an empty server though); the problem came from the fact that the plugin was set to check for lack of balance on a difference of 2 (if a team has 2 more players than the other) but stupidly, not enforce it (which is to say do a balance teams) until that difference was actually 4. Now, I don't really know the reasoning for this but I changed the limit to 2 in both cases as well as enabling a balance check at the start of each round.
I still need to fix the problem with votes at the end of the map not appearing at times (so you can choose what map comes next) but that will take some more work as so far I haven't been able to find a solution to the problem.

I wasn't satisfied with UberTalk/TeamTalk so it is now disabled as it was too complicated to use and the fact that we had to use two buttons for voicechat instead of just one caused confusion so I replaced it with something better :D
Now alltalk is on (so when you talk both teams can hear you) but you can easily toggle between alltalk and teamtalk; to do this you first need to:
1) remove the lines added for UberTalk/TeamTalk from the autoexec.cfg
2) after deleting the lines and starting the game open the console and write bind <key> teamtalk and press enter (replace <key> with the key you want to be the togle, for example write in the consolde bind f teamtalk)
This means that when you press v and speak the whole server will hear you; press f once and you will be notified that teamtalk is on and then when you use v to talk only your team will hear you. Press f again and alltalk is back on and both teams will hear you.
This simplifies both the configs that need to be made before starting the game and use during the game (as v stays the same, you toggle who hears you with the other key).

It's been a while but I wouldn't mind getting back into the TF2 scene. Always loved playing the medic. :)
