Dude it takes about 3 seconds. Compared to Postal 2, I would find GTA boring. Passed it up on sale many a time.

Also, going around town is tedious, since you move pretty slow and there is no vehicles or anyway to speed up travelling as you perform your dull daily chores.

Dull daily chores? Such as picking up your check, then having a group against violence attack the office with guns...

I guess you have to have a little humor.
So what if it takes 3 seconds? The gameworld is small, there should only be a few areas which require loading, if any. Its just one of the signs that this is a poorly developed game. I don't remember any 3 second loading screens, they were a lot longer than that, but I played this a while back so that probably has to do with the hardware.

Yeah, no cars and all it does is highlight how slow it takes to travel around that small backwater town.
So if a game has any kind of load time it's just not for you? Waiting a moment does not spoil the game for me, I remember way back when it was much worse with many a game. Walking around is fine. It's not meant to be a fast game. RPG's don't have cars either and that does not bother me.
