I thought at one time we could pause individual downloads, doesn't seem like we can anymore - if we ever could. Why?

because it only downloads 1 at a time, so you can only pause 1 - the rest are already paused

Currently you can queue as many items as you wish, but can only download one at a time. When one download is finished, another starts until the queue is done. So no, you cannot pause individual downloads.
