Vestin. Have you ever played JA2? Hell, have you ever played any non-fantasy turn-based strategy (since the fantasy ones tend to have magic spells)? They really AREN'T complex affairs. You are essentially applying the generic "console suck, PC better" arguments of precision and lack of buttons to games that really had neither. Those arguments are (mostly) made with FPSes in mind, where those things allegedly matter (people tend to forget that, if you even the playing field, they stop mattering). But for turn-based games with fairly simple gameplay (and even simpler interfaces), it isn't an issue.
Hell, Fallout was almost entirely mouse-based. I don't think I ever used a single keyboard shortcut. I DID use the bottom-half of the screen's menu/gui, but (for the most part), most of those can be integrated into context-sensitive menus (which generally make things seem a lot less daunting, and a lot more user-friendly).
