Only things like it that I enjoyed were the first fable game and two worlds 2.

Fable, Jade Empire, maybe Anachronox depending on if she can get into the jRPG style combat...
Maybe Outcast, actually - one of those 'Open World' games that plays like a stat-less RPG with side-quests and everything!

By 'only played morrowind, skyrim, and Fallout 3' do you mean she probably won't play anything out of this genre ?
Because in my opinions those are the most mainstream modern games ; every other game is more 'specific' than these (greatly because of the mods, and for the same reason any other sandbox game will feel more restrictive).
In a non-sandbox/party-based genre I would say Dragon Age: Origins is a possible next step, it has the same level of shine and lore. It may prove more difficult though.

Keep in mind though that Risen and the Gothic games don't let you create your own character and they have a very male perspective, and also that they're probably harder and slower than the Bethesda games, at least in the beginning, since there's no level scaling for opponents and you can easily run into creatures that are much more powerful than your character.

I'm going to chime in here with the first two Gothics and Risens as well.
