Are there resources out there to see written scripts for games? I like reading movie scripts, comic book scripts, notes on novels, that kind of stuff, and it seems like it's hard to find the story scripts for games. Like Mass Effect, Planescape: Torment, Fallout, any of the great games.
Presumably you realise the PS:T novelisation is on GOG as an extra. It contains the original dialogue joined together with narration, if that's the sort of thing you're looking for.
So I'm guessing this isn't much of a thing, then. But it's too interesting to keep hidden, developers.

The problem with a lot of game scripts is that they're hardly in a readable format as one would think of as ascribed to a book/movie script format.

They generally require work to format for readability. Such a resource is certainly possible, but I assume no one(s) in the community has ever felt like putting in the kind of time and effort it would take to get one up and running. It's not just a simple matter of extracting a dialog file.

I don't mean the programing script. I mean the flowcharts, the written on a word processor story script itself, notes, all that crazy good stuff that goes on before the start of making the game a game itself.

He doesn't mean the programming either. The thing is, a movie script is a linear story, while a game "script" is essentially the design documents for a game. First of all, they're not particularly readable to anyone but the developers working on the game. Secondly, they're not likely to be kept up to date as development progresses and the deadline approaches. Thirdly, that kind of document is internal to the developer, and is unlikely to be shared with the general public ever.
